Obama bows to China at UN over NK sanctions
We mentioned earlier that Obama wanted all UN members to be able to search all ships bound for North Korea if that ship was not in the territorial waters of NK and reasonable suspicion existed that prohibited items (read: nuclear-bomb enabling stuff sent from China) were on board.
The United States insisted that this provision be a part of the sanctions to be levied out of the UNSC on NK as a response to the latest nuke test.
China said no. Obama caved.
China’s proffered logic was that “mandatory inspections of North Korean cargo would lead to military conflict.”
Existing Resolution 1718 (from W’s time – 2006) had the phrase “called upon” in this context:
8(f) In order to ensure compliance with the requirements of this paragraph, and thereby preventing illicit trafficking in nuclear, chemical or biological weapons, their means of delivery and related materials, all Member States are called upon to take, in accordance with their national authorities and legislation, and consistent with international law, cooperative action including through inspection of cargo to and from the DPRK, as necessary.
Obama wanted that changed to read that inspections would be required with the new wording to be “shall inspect” if there were “reasonable grounds” to believe that such cargo contains nuclear and missile-related items.

The United States, which had not budged, has finally accepted China’s demand, the sources said.
The final sanctions doc will be acted upon within a few days. If it winds up being nothing but 1718 v2.0, then, as Janis sang, “Freedom’s just another word for nothing left to lose.”
NK will be free to do exactly as they please, as they have, and all this hubris will only achieve Little Kimmy’s succession plan for his son to become the new “Dear Leader.”
