Kathleen Sebelius in 2007: I’m all for a single-payer system…eventually
Does anyone question the ultimate motives of these folks? Setting atop the regulatory world that will define the constructs of the “level-laying field” that will allow private insurance companies to continue existing through mere “competition and choice” with the public behemoth – be it called a public option, federal co-op, or a trigger-induced public option (rather chilling 2d Amendment reference) – is the Secretary of Health & Human Services.
Writing regulations will give application-for to the letter of the legislation, but the regulators will have significant room to fulfill their vision. We’ll learn Sec. Sebelius’ vision in a moment. Let’s drift back to the campaign for President Obama’s vision:
“I happen to be a proponent of a single-payer universal health care program. I see no reason why the United States of America, the wealthiest country in the history of the world, spending 14 percent of its gross national product on health care, cannot provide basic health insurance to everybody. And that’s what Jim is talking about when he says everybody in, nobody out. A single-payer health care plan, a universal health care plan. That’s what I’d like to see. But as all of you know, we may not get there immediately. Because first we’ve got to take back the White House, we’ve got to take back the Senate, and we’ve got to take back the House.”
Notice the interchangeability of “single-payer health care plan” and “universal health care plan.” The former is supposed to the flow of paperwork, while the latter is the products being offered. It teaches us that Obama’s vision is, as he has said before, the eventual end of private insurance.
And how could it be otherwise? By requiring the acceptance of all risks – notably by through every pre-existing condition – the government is shifting the burden historically borne by citizens through taxes to a burden now borne quite visibly as an increased price of a private product – private insurance. Since price is a significant factor in purchasing insurance, this change will price private insurers out of the marketplace.
If health-care reform actually makes it to Obama’s desk, which is still not a certainty, then the most important voice will become Sec. Sebelius. Here’s her point of view:
